Riyadh: The National Competitiveness Center's (NCC) Public Consultation Platform, Istitlaa, has unveiled 44 projects related to economic and development affairs, inviting feedback from the public, government entities, and the private sector before their approval. This initiative, in collaboration with 24 government bodies, aims to foster a participatory approach in regulatory development.
According to Saudi Press Agency, the General Authority for Awqaf has presented a significant project titled 'Standards for Identifying the Beneficial Owner of Endowments.' This project seeks to enhance transparency within the endowment sector in the Kingdom, ensure compliance with both international and local standards, and create a comprehensive database to record and maintain information on ultimate beneficial ownership. Feedback for this project will be accepted until September 22, 2025.
Another key project has been put forward by the Ministry of Environment, Water and Agriculture, titled 'Updating Rules and Procedures for Committees Reviewing Environmental System Violations.' This project aims to streamline the operations of the committees and the responsibilities assigned to their members. The public is invited to provide feedback on this project until September 23, 2025.
The Board of Grievances is also soliciting feedback on a project titled 'Draft Regulations for Enforcement Service Providers.' This initiative seeks to establish governance for using enforcement service providers, aiming to improve efficiency, quality, and transparency in administrative enforcement procedures. It also outlines the requirements and obligations of these providers while setting safeguards for addressing errors. Public consultation on this project will be open until September 29, 2025.
Additionally, the Ministry of Human Resources and Social Development is requesting public input on a project titled 'Updated Table of Violations and Penalties for Labor Law.' This project aims to revise the table of violations and penalties in accordance with changes to the new Labor Law and its regulations. Feedback will be accepted until September 30, 2025.
The Ministry of Investment is seeking public opinions on 'Multinational Companies' Regional Headquarters Licensing and Supervision Rules.' This project is aimed at developing a regulatory framework for licensing, regulating, and supervising the activities of regional headquarters, along with the incentives provided to them. The public consultation for this project will remain open until October 9, 2025.
The introduction of these draft regulations and by-laws through the Istitlaa platform underscores a commitment to transparency in the legislative environment. Furthermore, Istitlaa encourages public participation by enabling citizens, government agencies, and the private sector to offer their insights and feedback on proposed regulations affecting the business environment.
