King Abdullah Economic City:The Saudi Red Sea Authority (SRSA) has issued Saudi Arabia's first beach operator license to Emaar, The Economic City (EEC), for Yam Beach in King Abdullah Economic City. This development marks a significant milestone in implementing the Kingdom's regulatory framework for beach operations and developing a well-regulated coastal and marine tourism sector.
According to Saudi Press Agency, the license was issued through the unified coastal tourism platform (RSA), adhering to the Beach Operators' Requirements and Conditions set by SRSA in late 2025. This step translates Saudi Arabia's beach regulations into practice, providing investors and operators with clarity on licensing requirements, operational standards, and their responsibilities in ensuring beach readiness, visitor safety, and environmental protection.
The licensing framework requires operators to provide essential facilities and services, ensure accessibility for persons with disabilities, and maintain certified lifeguard coverage throughout operating hours. Operators must also designate swimming areas separately from marine activity zones and have comprehensive safety and emergency evacuation plans.
Environmental protection is a core component of the licensing framework. Operators are required to implement appropriate waste management practices, monitor water and sand quality, and protect marine habitats and wildlife to ensure sustainable management of natural coastal assets.
The license issuance follows collaboration between SRSA, the Economic Cities and Special Zones Authority (ECZA), which oversees King Abdullah Economic City, and the private sector. This cooperation supports the operational readiness of beaches, enhances service standards, and strengthens the appeal of Saudi Arabia's coastal destinations to both domestic and international visitors.
SRSA continues to play a regulatory and enabling role in coastal and marine tourism, facilitating private-sector investment and supporting the development of diverse tourism experiences. These initiatives align with the objectives of Saudi Vision 2030, contributing to job creation and sustainable tourism development.
