The Head of the Center for Political Thinking, Ihsan Al-Shammari, confirmed: “The structure of the government on the basis of quotas among political parties has significantly delayed the ministerial reshuffle.

Al-Shammari said in a statement to the National Iraqi News Agency / NINA /: Although there is a desire and awareness of the Prime Minister to carry out the ministerial change and special grades, given that part of his Cabinet is ineffective and was unable to carry out its duties, and this was stated in the media, but the structure of the government of the state was on the basis of quotas among the political parties, and this matter greatly contributed to the reshuffle of the Ministers and Director Generals.

He explained that the delay in the ministerial reshuffle is a major crisis in the country and for the Prime Minister, because he is required to implement his government program and tools for the state to implement this program because of a difference in government performance compared to previous governments, and this matter is reflected in the government’s seriousness in implementing the government program.
