Saudi Red Sea Authority Releases Regulations for Recreational Boat Chartering

Accra:Saudi Red Sea Authority For the first time, the Saudi Red Sea Authority has introduced a set of Requirements and Conditions for Recreational Boat Chartering. These regulations are aimed at structuring coastal tourism activities, enhancing service quality, improving safety standards, and safeguarding the marine environment. This initiative supports the growth of the coastal tourism sector and aligns with the goals of Saudi Vision 2030.

According to Saudi Press Agency, the new rules detail the chartering process for recreational boats to visitors and tourists in Saudi territorial waters in the Red Sea. Operators can offer these services after obtaining an official license from the authority and adhering to established standards for quality, safety, and environmental protection.

The framework mandates a Marine Activities Operator Licence for those managing and operating boats. Additionally, a separate Tourism Charter Licence is necessary for each boat, contingent on passing a technical inspection by an accredited company. Licenses are valid for one year and can be renewed following a compliance review.

Visitor safety is a priority, requiring operators to provide safety instructions before each trip and maintain emergency plans in both Arabic and English. Operators must evaluate sea and weather conditions, manage boat speed and capacity, and avoid sailing in adverse conditions. They must also maintain appropriate insurance coverage to protect visitors and the marine environment.

The regulations ensure visitors' rights by allowing them to review trip details before booking, including duration, route, and activities. Operators must disclose all charges and provide communication support for non-Arabic speakers if needed. They must also have a mechanism for handling complaints.

Provisions for persons with disabilities are included, requiring operators to disclose the suitability of their boats and services and specify available assistance, promoting inclusivity in marine tourism.

To protect the Red Sea's ecosystem, operators must implement practices that conserve coral reefs and marine biodiversity, educate visitors on responsible behavior, and operate only within approved marine areas.

The regulations will take effect 180 days post-publication, reinforcing the authority's regulatory role in coastal tourism and its commitment to a safe and enjoyable marine tourism experience. This aligns with Saudi Vision 2030 by diversifying the economy and investing in natural assets.
