31 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa

Riyadh: The National Competitiveness Center’s Public Consultation Platform, Istitlaa, has introduced 31 projects focusing on economic and development affairs. Collaborating with 20 government bodies, the NCC is inviting feedback from the general public, government entities, and the private sector on these projects before final approval.



According to Saudi Press Agency, the Ministry of Finance has initiated a consultation on the project ‘Amendments on the Executive Regulation of Government Tenders and Procurement Law.’ This initiative aims to clarify standards for contract termination in the public interest and address concerns regarding the confiscation of final guarantees. Public feedback on this project is welcomed until October 22, 2025.



The Ministry of Municipalities and Housing has proposed a project titled ‘Ice Cream Shop Requirements’ on the Istitlaa platform. The objective is to enhance the business environment, support investment in the field, and elevate food safety standards. Feedback for this project is open until October 22, 2025.



The Saudi Building Code Center is requesting public input on a regulatory framework titled ‘Executive Regulations of the Saudi Building Code.’ This project seeks alignment with Royal Decree No. 204 and conformity with the organizational arrangements issued by Cabinet Resolution No. 656. The consultation period for this project extends until October 23, 2025.



The Ministry of Commerce has introduced the ‘Amendment of Article 10 of the Implementing Regulations of the Chambers of Commerce Law’ project on Istitlaa. This initiative aims to enhance decision-making flexibility, administrative efficiency, private sector engagement, and adaptability to economic changes, aligning with digital transformation efforts. Public feedback is open until October 23, 2025.



The National Center for Non-Profit Sector is also seeking feedback on ‘Guidelines for the Establishment of Non-Profit Entities by Government Agencies.’ This project aims to regulate non-profit entity establishment by government bodies, clarifying formation procedures and management mechanisms. Public consultation for this project continues until October 23, 2025.



Additionally, the Ministry of Interior has proposed the ‘Law of Facility Security’ project on Istitlaa, which focuses on regulating procedures to protect facilities from external threats and ensuring internal security by promoting integration among relevant entities. Feedback is open until November 8, 2025.



The introduction of these draft regulations via the Istitlaa platform underscores enhanced legislative transparency and encourages public participation. It enables citizens, government agencies, and the private sector to provide insights and feedback on proposed business environment regulations.
