JIAT Refutes Allegations of Coalition Airstrikes on Fuel Smugglers in Amran Governorate

Amran: The Joint Incidents Assessment Team (JIAT) has issued a statement addressing allegations that Coalition Forces targeted fuel smugglers in the Wadi Khaiwan area of Harf Sifyan Directorate, Amran Governorate, on January 20, 2022.

According to Saudi Press Agency, the statement responds to a memorandum from the Office of the High Commissioner for Human Rights, dated November 28, 2022, which claimed that airstrikes by Coalition Forces resulted in the death of a man and injury of another in the specified area. JIAT conducted a thorough investigation of the incident, examining air tasking orders, daily mission schedules, mission execution procedures, after-mission reports, satellite images, and rules of engagement, along with principles of International Humanitarian Law.

The investigation revealed that the Wadi Khaiwan area is located on the eastern side of the Harf Sifyan Directorate in Amran Governorate. However, no coordinates of the alleged location were provided. JIAT's review of air operations on the claimed date, January 20, 2022, found that no air missions were conducted by the Coalition Forces in the Wadi Khaiwan area.

Further examination of missions one day before and after the alleged incident showed that no operations were carried out on January 19, 2022. On January 21, 2022, the Coalition Forces conducted an air mission targeting military vehicles belonging to Al-Houthi armed militia, approximately 6000 meters from Wadi Khaiwan, with a precision-guided bomb.

JIAT concluded that the claims of airstrikes by Coalition Forces on fuel smugglers in the Wadi Khaiwan area on January 20, 2022, were unfounded, as no such missions took place in that location on the date in question.
