Prime Minister Muhammad Al-Sudani confirmed that reforming the security institution is the government's top priority, by rebuilding its structures and keeping pace with the latest developments in training and security technologies, and by combating corruption.
Al-Sudani said during the graduation ceremony of the 28th session of the Higher Institute and the 53rd qualifying course for officers that the government worked to rehabilitate the security forces by returning 34,000 of those whose contracts had been terminated.
He added that tens of thousands had been contracted to pump new blood into the security establishment, and to form new brigades of federal police and law enforcement forces.
He said that true security begins when we provide public service to citizens, and when the citizen feels that the state cares about his affairs and facilitates his transactions in the departments.
In a speech he delivered during the ceremony, Al-Sudani congratulated the officers graduating in this course, stressing their qualifications to assume responsibility and defend Iraq and its people in the face of every danger, and that they will continue the path of the officers and affiliates who came before them who defended this land in the harshest and most miserable circumstances.
He added: You are required to have high commitment and discipline in performing your duties in order to reflect the true image of a security man, regardless of the task he is facing, the performance of your security duties must be in accordance with the regulating laws and in accordance with the constitution.
He stressed the importance of “human rights principles being present in the daily actions of the security man and the implementation of duties, indicating that there is a major role awaiting you, represented by taking over the security file in the cities from the army forces after the security situation improves.”
He stressed that "terrorism has become devoid of the element of force, and has become small groups that are terrified and hiding, and our security forces must have a high level of preparedness and build their plans on the proactive side in accordance with intelligence data."
He stressed the need to redouble efforts to control borders and work to combat drugs and organized crimes of cross-border gangs. We must cooperate and coordinate with regional and international institutions and organizations to rid Iraq of the evils of toxins and organized crimes.

He continued: The government has taken upon itself the responsibility of caring for the self-sacrificing members of our security institutions who were martyred, and providing justice to their families, and our directives continue to care for the wounded and injured members of the security forces, and to treat them inside or outside Iraq.
